Roman V. Starovoyt, the Russian transport minister, was found deceased from a gunshot wound, as reported by Russian authorities on Monday, following a Kremlin announcement that he had been dismissed from his position. The circumstances of his death are currently being examined under the possibility of suicide.

Starovoyt, aged 53, held the governorship of the Kursk region for nearly six years prior to his appointment as transport minister in May 2024. His term was marked by significant upheaval, particularly after Ukrainian forces launched an offensive, occupying parts of Kursk for several months—an unprecedented military incursion into Russian territory since World War II and a significant blow to President Vladimir V. Putin's administration.

In the aftermath of the occupation, a wave of accountability measures was enacted, leading to the arrest of several former officials from the Kursk region accused of embezzling over $12 million that was designated for bolstering regional defenses. This includes Starovoyt's successor and longtime deputy, Aleksei B. Smirnov, who was detained in early April on similar grounds while serving as the acting governor during the invasion.

Recent reports from the Russian state news agency, Tass, indicate that the investigation is widening, with the potential for more charges as one of the defendants has begun cooperating and testifying against others involved in the scheme.
