Canada’s long‑standing ally and trading partner has entered uncharted territory after Prime Minister Mark Carney abruptly ended negotiations with President Donald Trump. The move signals a break from a July‑span tentative deal that had promised renewed tariff relief for Canadian exporters.
Carney’s call to discontinue talks came in response to new U.S. demands that were seen as “unfair, uneconomic, and unreliable,” according to the PM’s office. In the same breath, the U.S. trade representative Jamieson Greer cited “new demands and walk‑backs” on commitments previously pledged by Canada. The combination of a harsh U.S. stance and a distrusting Canadian response has turned a previously negotiations‑friendly relationship into a growing trade war with no clear exit.
Canada sends roughly 70% of its exports to the United States, and key U.S. states such as Michigan, Kentucky, Indiana and Ohio depend heavily on Canadian goods. The abrupt rupture in the trade talks threatens to smoke up on both sides: U.S. producers confront Canadian retaliation, while Canadian firms face higher costs and logistical pain from new duties.
A 2025 poll by Abacus Data found that 36% of Canadians would support retaliating against U.S. tariffs, while a Leger poll reported that 56% want the federal government to adopt a hard‑line stance and avoid concessions. The sentiment signals an audience willing to back tough tactics if it leads to a fair trade arrangement.
Policy impacts are already felt in the consumer sector: Canadian provinces have largely removed U.S. spirits from store shelves, displacing up to $357 million in export value and generating a $3.3bn loss to U.S. tourism revenues. The combined economic costs are prompting provincial leaders to reassess their support for the domestic boycott.
Carney is slated to meet with provincial leaders on Saturday to brief them on the fallout and to secure their backing for a stance that may, at least for the moment, demand a “tariff for tariff, dollar for dollar” response. Whether this decisive move will yield a tangible strategy ahead of the next trade session remains to be seen.
