In brief
As American and Russian officials gear up for crucial talks in Moscow, the prospect of a temporary cease-fire is under serious consideration. Kremlin spokesman Dmitri S. Peskov confirmed that U.S. officials are on their way to discuss the details of the proposal, which has also gained support from Ukraine. This series of negotiations comes at a time when Russian forces are ramping up their military presence in the border region shared with Ukraine.
As President Vladimir V. Putin assesses a 30-day cease-fire proposal put forth by the United States and Ukraine, American and Russian officials are set to meet in Moscow on Thursday. Dmitri S. Peskov, the Kremlin spokesperson, announced that U.S. negotiators are currently en route, stating, "Negotiators are indeed flying in, and contacts are indeed planned.” Peskov emphasized that the Kremlin would not disclose its reaction to the cease-fire until after talks unfold.Reports have surfaced indicating that a plane frequently used by Steve Witkoff, a Middle East envoy under former President Trump, has arrived in Moscow from Qatar. This visit marks Witkoff's second trip to Russia in a short time; last month, he engaged in lengthy discussions with Putin aimed at concluding a prisoner exchange that released American schoolteacher Marc Fogel from a Russian prison. Ukraine has expressed willingness to back a temporary cease-fire, contingent upon similar gestures from Russia.According to Peskov, the Kremlin would consider the cease-fire proposal only after the U.S. negotiators provide a detailed plan through direct dialogue, not via media outlets. Trump himself has indicated plans to speak directly with Putin later this week. Additionally, on the same day as the negotiations, Putin is expected to meet with Belarusian President Aleksandr G. Lukashenko, where he might address the cease-fire proposal publicly for the first time, as reported by Tass, a Russian state news agency. The backdrop of these diplomatic efforts is the escalating Russian campaign aimed at displacing Ukrainian forces from the Kursk region, where Kyiv troops achieved significant territorial gains in a surprise operation last August.
