Anthony Rivers III, 15, has been charged with 11 counts of attempted second‑degree murder and possession of a firearm by a delinquent.
Police say the shooting followed an altercation between people who knew each other and that additional arrests are possible.
None of the victims appear to have been the intended targets, they said in a statement.
What should have been a weekend of celebration in our community instead became a night of fear and violence for the victims and their families, Tallahassee Police Chief Lawrence Revell said.
We remain committed to holding those responsible accountable and getting answers for every family impacted by this tragedy.
Police said on Sunday that six people were in hospital, including one person who was in a critical condition. Five people had been released.
Revell told a press conference on Sunday that police had had to carry victims in their arms to get them to emergency responders because of the crowds from the football game.
