In brief
Tajikistan projected state budget revenue to rise 23.2% to 80.1 billion somoni (≈$8.7 billion) in 2027, with President Rahmon calling for measures to widen the tax base and boost digitalization. The plan earmarks 36.7 billion somoni for social spending and outlines 2028 and 2029 revenue forecasts at 90.2 and 104.6 billion somoni.
Dushanbe, Oct. 30 – Tajikistan announced that its state budget revenue will reach 80.1 billion somoni (about $8.7 billion) in 2027, a 23.2 % increase over the 2026 figure, according to the presidential press service. The projection was revealed at a government meeting chaired by President Emomali Rahmon, where officials reviewed a draft state budget law for 2027 as well as projections for 2028 and 2029.
The presidential press service said the country is targeting 90.2 billion somoni in revenue for 2028 and 104.6 billion somoni for 2029. The 2027 forecast places total revenue at 80.1 billion somoni, representing a significant rise from the 2026 baseline.
President Rahmon urged ministries and agencies to "advance digitalization, broaden the tax base, clear tax arrears, boost domestic production, and reduce imports" to meet the budget targets. He also called for the plan to address economic challenges and ensure fiscal growth.
The budget proposal earmarks 36.7 billion somoni for social spending in 2027, accounting for 44.8 percent of total budget expenditures. This allocation reflects the government's emphasis on social welfare and infrastructure investment.
The meeting also reviewed the broader fiscal framework, including measures to modernize data collection and enhance electronic data exchange across ministries. Officials noted that progress in these areas would help streamline tax collection and reduce revenue leakage.
Officials highlighted that broadening the tax base could involve expanding taxable activities and improving compliance. They added that clearing arrears would involve targeted collection efforts and possible incentives for voluntary payment.
Economists cited by the press service stated that the projected growth hinges on sustained domestic production and reduced reliance on imports. They also pointed out that the plan’s emphasis on digitalization could improve transparency and efficiency in public finances.
The government’s plan includes specific initiatives such as increasing digital platforms for tax filing, implementing electronic invoicing, and facilitating real‑time data sharing between customs and tax authorities. By integrating these systems, the government aims to mitigate fraud and boost revenue from previously under‑tracked sectors.
Additionally, the 2027 budget outlines a strategy for mending arrears collected on previous years’ debts. The strategy includes offering payment plans, offering incentives for early settlement, and strengthening enforcement mechanisms.
Analysts argue that the growth in state revenue will provide a larger fiscal cushion for social spending and infrastructure projects. They noted that the budget’s social allocation of 36.7 billion somoni would likely support healthcare, education, and social security programs.
