In brief

As tensions rise in Europe, the Nordic countries of Sweden, Finland, and Norway are refreshing their emergency preparedness protocols. These updates come as a reaction to the ongoing geopolitical landscape, particularly the war in Ukraine, which has intensified worries about security and climate change.

Sweden's latest emergency readiness pamphlet reflects the changes in the security landscape since its last update six years ago, a time when Russia had not yet invaded Ukraine and Sweden was not a member of NATO. As of November 19, 2024, citizens are being urged to improve their readiness for potential conflict and crises, which are increasingly relevant in light of the growing threats from Russia. The Swedish government acknowledged the necessity of these updates, stating, "We live in uncertain times." The pamphlet advises citizens on how to effectively prepare for various emergencies, ranging from disinformation campaigns to cyberattacks and climate-related disasters. This advice is part of a broader shift in the Nordic approach toward disasters and crises, as officials in Finland, Denmark, and Norway have also released similar guidance to bolster public readiness. While the official documents refrain from mentioning Russia explicitly, officials have noted that the situation in Ukraine has significantly shaped their preparedness strategies. Svante Werger, a Swedish Civil Contingencies Agency adviser, pointed out, "The biggest difference is the increased focus on war preparedness — and the more severe tone of the warnings."As the geopolitical situation remains unpredictable, the Nordic nations are taking proactive steps to ensure that their citizens are equipped to handle a range of potential emergencies, a reflection of their commitment to national and regional security.
