A man wearing a creepy doll mask frightened city residents by leaping from a curb and shouting threatening remarks near City Hall on Monday night. According to the Philadelphia Police Department, the suspect has already chased at least five people and threatened them with future violence, which may make the incident a new social media phenomenon.

The officer who released the footage reported that the man filmed the attacks, holding a cellphone and turning its light on. Police say it isn't yet known whether the spectacle is a coordinated \challenge\ or an isolated act.

Authorities have released both stills and a short encouraging clip to assist the public in identifying the suspect. The man faces possible felony charges including terroristic threat and simple assault.

A woman who was chased during a morning run on August 12 recounted the man demanding a race, even as he taunted the runner's safety. Some of their group have already altered their route after this unsettling encounter, citing the disturbance as a \twisted game\.
