In brief

On Wednesday in Brussels, the European Commission hosted a meeting of EU, U.S., Ukraine, NATO, and other allies to build on earlier discussions in Miami. The talks aimed to outline a prosperity plan and security guarantees for Ukraine, while the United States plans to arrange mediation between Ukraine and Russia in Abu Dhabi at the end of the month. Delegations included key figures such as EU spokesperson Paula Pinho, NATO spokesperson Allison Hart, and U.S. Special Envoy Steve Witkoff.

On Wednesday in Brussels, representatives from the European Union, the United States, and Ukraine gathered for a meeting hosted by the European Commission to plan Ukraine’s post‑war reconstruction and prosperity. The event, scheduled by the Commission spokesman, also included delegations from France, Germany, Britain, NATO, and the World Bank, according to EU Chief Spokesperson Paula Pinho at a Berlin press briefing.

Pinho emphasized that the Brussels talks would build on previous discussions that took place in Miami last month. The meeting was intended to move the EU, U.S., and Ukrainian negotiators further toward a lasting, sustainable peace in Ukraine, the spokesperson said.

While the Commission would be represented at national‑security‑adviser level, the identity of the official was not disclosed. Details regarding U.S. participation were also not yet available at the time of her statement.

At the same time, NATO spokesperson Allison Hart confirmed to Xinhua that NATO officials would also meet in Brussels later in the week. She said the meeting would discuss how to bring about a “just and lasting” end to the war in Ukraine and would build on earlier discussions in Miami and Oslo. NATO did not release the exact date, participants or detailed agenda for its own session.

U.S. Special Envoy Steve Witkoff announced on social media that U.S. negotiators would meet representatives from France, Germany, Britain, the EU and NATO in Brussels this week to discuss security guarantees for Ukraine, Europe’s post‑war security architecture and economic opportunities to support Ukraine’s reconstruction. He added that the United States would also mediate working‑level talks between Ukraine and Russia on November 10‑11 in Abu Dhabi, the capital of the United Arab Emirates.

According to Witkoff, those Abu Dhabi talks would focus on post‑war security arrangements, de‑escalation, humanitarian efforts and the next steps toward peace, and he said U.S. delegation would bring together Ukraine and Russia delegations to facilitate the negotiations.

In a separate email response, Hart reiterated that NATO’s separate Brussels meeting would also aim to build on the Miami and Oslo discussions, though she said the window of the meeting would remain undisclosed.

These parallel efforts reflect a concerted push from Brussels to arrange a combined framework that addresses Ukraine’s immediate reconstruction needs while setting up a stable security architecture for the post‑war period. The European Commission’s hosting of the week’s meeting signals its leadership role in coordinating the alliance’s multi‑layered strategy. All parties agreed that a prosperity plan for Ukraine should be coupled with robust security guarantees in order to ensure the nation’s long‑term stability.
