The State Department is looking into incidents where AI was used to impersonate Secretary of State Marco Rubio, sending messages to diplomats and officials.

The State Department has initiated an investigation after discovering that one or more individuals utilized artificial intelligence to duplicate the voice and persona of Secretary of State Marco Rubio in communications directed at foreign diplomats and officials. This revelation came in a cable dispatched to State Department employees, highlighting instances where impersonation tactics sent both text and voice messages, including those through the encrypted messaging platform Signal, to at least five recipients outside the department. Among those targeted were prominent figures including a state governor, a congressional representative, and three foreign ministers.

Evidence indicates that these messages were sent shortly after the cable's issuance on July 3, prompting urgency in securing information integrity. A spokesperson from the department acknowledged awareness of the situation and reaffirmed the department’s commitment to enhancing its cybersecurity measures to avert such future occurrences.

Secretary Rubio, a former Florida senator known for his extensive media presence and public engagements, is particularly susceptible to impersonation due to the availability of his voice and mannerisms across numerous online platforms.

The department's proactive stance intends to safeguard its communications, especially as advances in technology raise concerns over security and authenticity in diplomatic communications.
