Ukraine's Revised Peace Plan Presented to US, Emphasizing Territorial Sovereignty

German Chancellor Friedrich Merz noted that a revised peace plan draft for Ukraine has been presented to US President Donald Trump, which includes a proposal about potential territorial concessions. However, Merz emphasized that the decision on territorial matters ultimately rests with the Ukrainian president and people.

In recent weeks, European leaders have worked closely with Ukraine to formulate this new iteration of a peace plan that takes Kyiv's interests into account. Merz remarked that he made this clear to President Trump during a recent phone call.

Trump is reportedly frustrated with the complexities surrounding the question of sovereignty over Russian-occupied territories in Ukraine. There are concerns among European allies that Trump may impose a Russian-led solution, undermining Ukraine's interests. Merz cautioned that forcing Ukraine into an unacceptable peace deal would equate to dishonoring the sacrifices of its people over the years.

Meanwhile, Ukraine's President Volodymyr Zelensky appears open to direct discussions with Trump, yet the US President insists that all issues need clarification before such a meeting can occur. The territorial debate remains a particularly contentious topic, with Russia demanding Ukraine withdraw from parts of Luhansk and Donetsk regions—a demand that Kyiv firmly refuses.

As diplomatic efforts ramp up, Zelensky is expected to engage in more conversations with allies to firm up their coalition. European officials worry about the implications of any peace that lacks substantial security guarantees, fearing that past violations by Russia could repeat.

In response, Russia's Foreign Minister Sergei Lavrov claimed that Moscow was willing to provide legal assurances not to attack NATO or EU countries while criticizing Ukraine's demand for foreign troop guarantees as a misguided return to Zelensky's peace formula.
