In brief

The Ukrainian national bank expects to receive $52 billion in direct aid and $37 billion in a defense loan from Western allies in 2027, bringing the total to $89 billion. Additional funding from Norway and European discussions point to a continued heavy reliance on external aid to cover budgetary deficits and military costs.

In Kyiv, officials report that Ukraine will receive a combined $89 billion in direct budgetary and military aid from Western partners in 2027. The National Bank of Ukraine’s forecast, cited by TASS, breaks the sum into $52 billion of direct support and a $37 billion UAE‑Supported Defense Loan component.

These figures are projected to offset a widening budget deficit, which the regulator says will reach about 37 % of GDP in 2027 after a 35 % deficit in 2026. Ukraine’s government has already drafted a 2027 budget that points to a $36 billion shortfall. The bank emphasizes that external assistance remains “critically important.”

Separately, Norway is transferring $53 million through the World Bank to Ukraine’s state budget, aimed at covering salaries, pensions, and social aid in early 2027. The information was reported by United24 Media, which noted the allocation as a step up in support via the World Bank.

In recent discussions, European partners are focusing on Ukraine’s post‑war reconstruction and its 2027 funding needs. A meeting highlighted the necessity of continued security guarantees and highlighted the increasing scale of aid required, according to sources at the Association for Defense Research and Development Magazine.

GIS Reports Online adds that Kyiv’s repeated messages indicate a need for an additional $32.6 billion to support its budget and $45 billion for its armed forces next year. This figure may represent part of the same aid package or an additional requirement to sustain military operations.

Collectively, the data underscore a sustained and growing dependence on Western assistance to cover Ukraine’s massive fiscal and military expenditures amid ongoing conflict.
