The Palestinian armed group Hamas has elected Khalil al‑Hayya as its new overall leader, according to an official statement. He replaces Yahya Sinwar, who was killed by the Israeli military in Gaza in October 2024.

Al‑Hayya, who has led the movement in Gaza from exile, is seen as representing the harder‑line faction that emerged from the Gaza war that began almost three years ago. He was a close associate of Sinwar and is viewed as continuing the political line of Ismail Haniyeh.

As the chief negotiator for Hamas, al‑Hayya gained international prominence by leading the group’s delegations at indirect ceasefire talks and meeting mediators in Egypt and Qatar. He recently took on greater responsibility for Hamas’s diplomatic and political strategies.

In September 2025, the 65‑year‑old survived an Israeli air strike that targeted a meeting of Hamas leaders in Doha. Five lower‑level members of the group, including one of his sons, were killed along with a member of Qatar’s security forces.

Al‑Hayya’s election followed two rounds of voting that revealed a split in the party’s senior leadership. The first round was inconclusive, with former political bureau chief Khaled Meshaal narrowly winning more votes than al‑Hayya but failing to cross the required threshold of 36 votes from the 69‑member electoral college.

In the second round, a first‑past‑the‑post vote decided the winner, and al‑Hayya emerged victorious over Meshaal.

The new leadership will navigate the challenges posed by the Gaza war’s aftermath, as Hamas faces a severe blow to its military and political structures. While some argue for a pragmatic, less confrontational approach, al‑Hayya’s supporters insist that Gaza’s experience demands firm resistance and no rapid disarmament without guarantees for Palestinian statehood.
