NEW YORK (AP) — The FBI collected ample proof that Jeffrey Epstein sexually abused underage girls but found scant evidence the well-connected financier led a sex trafficking ring serving powerful men, according to an Associated Press review of internal Justice Department records.

Investigators seized videos and photos from Epstein's properties that didn’t implicate anyone else, as noted in a 2025 prosecutorial memo. Moreover, examinations of Epstein’s financial transactions tied to prominent individuals did not reveal any evidence of criminal activity either.

While four or five accusers did allege that other individuals partook in their abuse, agents determined that the evidence was insufficient for federal charges against these individuals.

The release of documents under the Epstein Files Transparency Act suggests some material may still contain evidence, sparking ongoing scrutiny from the AP and other media.

Investigation Origins

The investigation began in 2005 after allegations surfaced about Epstein abusing a 14-year-old girl. Following a controversial plea deal permitting Epstein to serve minimal jail time for state charges, renewed scrutiny arose following a series of investigative reports in 2018. Epstein was arrested in July 2019 but died by suicide a month later while in custody.

Lack of Evidence for Co-conspirators

Despite thorough efforts to identify additional suspects, including reviewing bizarre claims, many reported instances remained unverified. Notably, Virginia Roberts Giuffre, an accuser, cited involvement of other notable figures, but discrepancies in her accounts led to questions about other allegations.

Photos and Videos

The investigation revealed extensive materials from Epstein's possessions, with no evidence to implicate co-conspirators. While Epstein had conducted payments to women, the evidence did not support the existence of a trafficking operation.

No Client List Found

Inquiries into a supposed client list derived from Epstein's dealings yielded no findings. Correspondences between FBI officials confirmed such a list did not exist, despite claims made in the media.

The AP continues its collaborative review of documents alongside various news organizations, with each responsible for independent reporting.
