In brief

Bipartisan legislation backed by key senators gains traction, aligning with Trump's interest in enhanced sanctions.

Senator John Thune, the top Republican in the Senate, indicated on Wednesday that a significant vote could occur soon regarding bipartisan legislation aimed at enforcing strict sanctions on nations that continue to buy Russian oil. This effort aims to apply additional pressure on Russian President Vladimir Putin amid the ongoing conflict in Ukraine. The proposed bill, co-sponsored by Senators Lindsey Graham, a Republican from South Carolina, and Democrat Richard Blumenthal from Connecticut, has garnered support from 83 senators across party lines. President Trump’s recent comments suggested he is “very strongly” considering endorsing the bill, which signals potential movement towards its passage in Congress. Thune noted that progress is being made on sanctions legislation that could enhance Trump’s negotiating power and contribute to ending the violence in Ukraine. He stated that the Senate may vote on the bill as soon as the current session, which runs until August 1, when a month-long recess is scheduled. In discussions, Graham has reportedly been working to adjust the bill to garner Trump's favor. Amendments include including a waiver provision that grants Trump some discretion over when and how sanctions are enforced, as well as a grace period to avoid penalizing countries that provide aid to Ukraine while trading with Russia. During a cabinet meeting, Trump appeared to support these modifications, emphasizing his desire for flexibility regarding the implementation of any sanctions, stating it should remain “totally at my option.”
