In brief
The agreement includes a structured tariff system aimed at curbing indirect imports from China through Vietnam, with the goal of fostering trade cooperation and economic ties.
President Trump declared the United States and Vietnam are embarking on a new chapter of trade relations with a preliminary agreement announced on Wednesday. The deal, which looks to alleviate certain tariffs on Vietnamese goods, was made in response to the lengthy trade disputes between the U.S. and China. Since Trump enacted substantial tariffs on Chinese imports during his first term, U.S. companies have been seeking alternative manufacturing bases, leading to increased imports from Vietnam. The preliminary deal is noteworthy as it would roll back some of the previously imposed tariffs in return for Vietnam's commitment to enhance market access for American manufactured goods. In the official announcement on Truth Social, Trump highlighted that the agreement would facilitate “A Great Deal of Cooperation between our two Countries.” The new agreement stipulates a 20 percent tariff on all Vietnamese imports to the U.S. and an elevated 40 percent tariff targeting goods that are deemed to be "transshipped” through Vietnam—a measure designed to curb the circumvention of tariffs on Chinese products. However, the specifics of which products will incur higher tariffs remain ambiguous. The terms suggest that the elevated rates could apply to Vietnamese goods that either contain substantial Chinese components or originated from China. Conversely, products made in Vietnam with minimal Chinese parts may face lower tariffs.Commerce Secretary Howard Lutnick emphasized the implications of these tariffs on content being shipped from other countries, stating in a social media post that, "if another country sells their content through products exported by Vietnam to us — they’ll get hit with a 40 percent tariff." As this agreement unfolds, it remains to be seen how American businesses will adapt to the revised regulations, particularly concerning supply chain strategies and trade insights between these two nations.
